Proposed Amendments
There are five [5] proposed amendments to the Heipa District Constitution and By-Laws. These will be voted on in the upcoming 2023 Election.
Proposed Amendment 1
The Heipa District Revised Constitution and By-Laws currently reads:
By-Laws of the Heipa District – Article I. Section 5. District Boards [d.] Board members must submit to state and tribal background checks if found to have a conviction of crimes of violence and/or felonies not within the last ten [10] year the board member will be removed immediately by the District Executives.
The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:
By-Laws of the Heipa District – Article I. Section 5. District Boards [d.] All Heipa District Board Members and Committee Members must submit to state and Tribal background checks, if found to have a conviction of any crimes of violence and/or felonies within the last ten [10] years the Board/Committee member will be removed immediately by the District Executives.
Delete the word not/add…ALL Heipa District Board Members and Committee members…
Proposed Amendment 2
The Heipa District Revised Constitution and By-Laws currently reads:
NEW proposed amendment to the Heipa District Revised Constitution and By-Laws of the Heipa District
The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:
By-Laws of the Heipa District – Article I. Duties of Officials. Section 5. District Boards [l.] Any District member running for Heipa District Executive position shall not have been convicted of any Crime of Violence and/or a felony, ever.
Proposed Amendment 3
The Heipa District Revised Constitution and By-Laws currently reads:
NEW proposed amendment to the Heipa District Revised Constitution and By-Laws of the Heipa District.
The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:
By-Laws of the Heipa District – Article I. Duties of Officials. Section 5. District Boards [m.] Any District member who is a Veteran, running for Heipa District Executive position shall not have a Dishonorable Discharge from any branch of the Armed Forces.
Proposed Amendment 4
The Heipa District Revised Constitution and By-Laws currently reads:
NEW proposed amendment to the Heipa District Revised Constitution and By-Laws of the Heipa District
The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:
By-Laws of the Heipa District – Article I. Duties of Officials. Section 5. District Boards [n.] Any District member running for a District Executive position, must have understanding of the issues confronting the District membership in conducting their daily affairs, and have first hand knowledge of Reservation Life.
Proposed Amendment 5
The Heipa District Revised Constitution and By-Laws currently reads:
NEW proposed amendment to the Heipa District Revised Constitution and By-Laws of the Heipa District.
The proposed amendment to the Heipa District Revised Constitution and By-Laws would read:
By-Laws of the Heipa District – Article I. Duties of Officials. Section 5. District Boards [o.] Any District member running for a District Executive position, must have knowledge and understanding of the Heipa District Revised Constitution and By-Laws of the Heipa District, and the SWO Revised Constitution and By-Laws of the Lake Traverse Reservation.
